Program Overview

This program offers an alternative route to completing a Bachelor of Arts in Liberal Studies for working adults who have finished lower-division transfer coursework and whose schedules do not permit them to attend regular campus classes.

Delphine Metcalf-Foster, Veteran & Liberal Arts Graduate

Through [Delphine’s] personal example she has inspired younger generations of women to break barriers and strive for equality...

A native of Vallejo, California, Metcalf-Foster’s distinguished military career began in 1979 when she joined the U.S. Army Reserves. Her daughter had challenged her to join her at boot camp; her daughter “washed out” but she was accepted, going on to serve in Desert Storm/Desert Shield in the 689th Quartermaster Unit, 6253rd Hospital Unit and 6211th Transportation Unit, Letterman Army Medical Center. She retired from the Army Reserves with the rank of first sergeant in 1996, and took a strong interest in disabled veterans, having been wounded herself in Saudi Arabia in 1991.

Metcalf-Foster continued to serve her country, working for the Department of the Navy for 20 years as a Quality Assurance Specialist. She also completed a four-year appointment as a member of the Secretary of Veterans Affairs Advisory Committee on Women Veterans in November 2015.

Metcalf-Foster was elected to the office of National Commander of the million-member Disabled American Veterans (DAV) organization at the August 2017 National Convention. She is the first woman to hold the top post.

Metcalf-Foster is a mother, grandmother and greatgrandmother, and through her personal example she has inspired younger generations of women to break barriers and strive for equality, including her own granddaughter, U.S. Army SSG Jacare Hogan, who just returned from her third tour in Afghanistan.
